Government approves 2027–2028 industrial plan worth 3.44 billion lei
3.44 billion lei — the estimated cost of the 2027–2028 action plan under the National Industrial Development Programme, approved by the Government on 30 September.
Of this amount, 2.2 billion lei is to come from the state budget, with the rest expected from external partners or sources not yet identified. The plan contains 45 measures. The largest item is the regional state aid scheme for investment — 1.3 billion lei and at least 40 contracts with companies, according to Monitorul Fiscal. New tools include a Business Infrastructure and Competitiveness Development Fund managed by ODA, a fund-of-funds mechanism for innovative industrial companies (340 million lei) and guarantee instruments for SMEs (200 million lei).
The programme aims to halt deindustrialisation: industry’s share of GDP fell from 40% in 1991 to 12% in 2022.
