Waste law: producers and importers to report products placed on market every quarter
The Ministry of Environment has presented businesses with a draft amendment to the Law on Waste. The key change for companies: producers and importers will declare every quarter, electronically, the volumes of products supplied to the Moldovan market for which they remain responsible after use. The draft is open for public consultation.
Declared data will be cross-checked against customs data and reports from collective extended producer responsibility schemes. These figures will set how much waste must be collected and recycled. The ministry also proposes tighter supervision of these schemes and of how collection and recycling funds are used.
The draft aims to increase separate collection and recycling, including textiles, plastics and construction and demolition waste. Food and green waste will face separate collection and recycling requirements, including composting. Collection points will be split: sites that only receive and temporarily store waste will face different rules from recycling facilities — registration or a permit, depending on the activity.
What it means for you
- If you produce or import goods under extended producer responsibility, prepare volume records for quarterly declarations.
- Construction firms and businesses generating food waste should follow the new separate collection rules.
- Collection point operators: check whether you will need registration or a permit.
- The draft is under consultation — you can submit proposals.
