The Ministry of Economic Development and Digitalisation (MDED) sets state policy on the business environment, trade, investment, support for small and medium-sized enterprises and the country's digital transformation. Electronic public services and the Moldova 100% Digital programme fall under its remit, along with several specialised agencies.

Entrepreneurs contact the ministry with proposals on business regulation, take part in public consultations on draft laws and look for information on SME and export support programmes. Company registration, licences and identity documents are not handled here — they go through the subordinate agencies or public service centres.
