From 2027, Moldova may reserve its entire EU sugar quota for processors
The Ministry of Economic Development and Digitalisation proposes that from 1 January 2027 Moldova’s entire tariff quota of 5,500 tonnes of sugar imported from the EU be reserved for processors. The sugar could only be used as a raw material in production, with no right to resell it. Public consultation runs until 23 October.
Within the quota, a 10% customs duty applies; above it, 75%. The ministry cites high demand: by 30 April 2026, eight processors had imported 2,820 tonnes, or 94% of the 3,000 tonnes set aside for them. A separate WTO quota of 1,000 tonnes stays in place and will be allocated on a first-come, first-served basis with no restrictions on use.
According to the authors, the new rules would widen access to raw materials for small and medium-sized businesses, cut production costs and stop large intermediary importers from concentrating the quota.
What it means for you
- Confectioners, drinks makers and other processors could import EU sugar at a 10% duty instead of 75%.
- Importers who resell sugar lose access to the EU quota and are left with the WTO quota only.
- Comments on the draft can be submitted until 23 October.
