The Superior Council of Magistracy (CSM) is the self-governing body of Moldova's judiciary. It safeguards judicial independence and manages judges' careers: selection and appointment, promotion, transfers, performance evaluation and disciplinary liability. It also oversees how the courts are organised.
Members of the public usually contact the CSM to report suspected disciplinary misconduct by a judge, such as unjustified delays in a case or breaches of judicial ethics. The Council cannot overturn court decisions: a judgment can only be challenged through an appeal or cassation in court. Its website publishes the Council's decisions, competitions for judicial posts and information about the court system.
